Serata pubblica: Incontro con l’ambasciatore Ernst Iten
In margine alla collezione dei Documenti diplomatici svizzeri (DDS), il centro di ricerca Dodis intende avviare una nuova collana di fonti e testimonianze. Il primo volume è dedicato alle Memorie dell’ambasciatore emerito Ernst Iten.
Entrato nel servizio diplomatico svizzero nel 1973, Iten ha rappresentato la Svizzera in luoghi e momenti di tensione: dopo le prime esperienze in Costa d’Avorio, Colombia, Iran, Argentina e nella delegazione dell’OCSE a Parigi, è stato nominato ambasciatore in Venezuela, in diversi Paesi dei Caraibi e successivamente in Israele, poi in qualità di delegato della Svizzera presso l’UNESCO e per la francofonia.
La sua carriera lo ha portato più volte nei punti caldi della storia mondiale – durante l’occupazione dell’ambasciata a Bogotà nel 1980, quando rappresentava gli interessi degli Stati Uniti in Iran nel 1981/82, durante la guerra delle Falkland o nel conflitto in Medio Oriente – e in ambiti di grande interesse culturale.
Le sue memorie, corredate da numerose immagini, offrono uno spaccato avvincente della vita di un diplomatico svizzero.

Multilatéralisme et neutralité. La politique étrangère suisse de la Société de Nations à l’ONU 1918–2002

Durant « l’ère de l’internationalisme », à partir de la seconde moitié du 19ème siècle, la Suisse est l’un des promoteurs les plus actifs du multilatéralisme. C’est pour cette raison notamment que le pays a réussi à établir le siège de la Société des Nations à Genève en 1919 et à consolider ainsi son rôle de promoteur du multilatéralisme dans le monde. Il est donc étonnant qu’après la Seconde Guerre mondiale, la Suisse échoue à s’intégrer dans le nouvel ordre mondial sous l’égide des Nations unies (ONU). Dans la conception « one world » de 1945, les neutres font partie des « États voyous » et sont logiquement exclus de la participation à la Conférence de fondation de l’ONU à San Francisco. La Suède, neutre elle aussi, réussit toutefois à intégrer l’ONU dès 1946, tandis que l’adhésion de la Suisse à l’ONU est encore rejetée par 75% de la population votante en 1986. Ce n’est qu’à la deuxième tentative, en 2002, que la Suisse adhère à l’ONU. L’histoire de la participation de la Suisse à « l’organisation du monde » est d’une importance capitale pour la compréhension de la politique étrangère du pays, en lien avec le discours omniprésent sur la neutralité.

Neutralität im internationalen Vergleich

Die Zelebration des schweizerischen Sonderfall-Denkens im Zeichen der Neutralität verschleiert die simple Tatsache, dass auf dem internationalen Parkett «Neutralität» vielfach den Normalfall darstellte: Die meisten Staaten verhielten sich in den meisten Konflikten meistens neutral. Die Haager Konventionen von 1907 definieren bloss minimale Verpflichtungen für Neutrale. Im völkerrechtlichen Kern sind die Neutralen kaum zu mehr verpflichtet, als nicht aktiv an einem Konflikt teilzunehmen und ihr Territorium keiner Partei zur Verfügung zu stellen. Somit stellen grundsätzlich alle weiterführenden Neutralitätspraktiken ausgehend von diesem Rahmen reine politische Konstrukte dar. Im 19. und 20. Jahrhundert haben zahlreiche Staaten verschiedene Formen von Neutralitätspraktiken in ihrer Aussenpolitik betrieben. Für einige Staaten war die Neutralität gleichermassen identitätsstiftend wie für die Schweiz. Einigen wurde sie von aussen aufgezwungen, andere haben sich freiwillig dafür entschieden. Die Neutralität wurde vielerorts als politisch vorteilshaft eingestuft, teils versagte aber die erwartete Schutzschildfunktion völlig oder stellte gar ein sicherheitspolitisches Risiko dar. Die Neutralität durchlief im 20. Jahrhundert verschiedene Konjunkturzyklen und wurde von vielen Staaten situativ und höchst flexibel ausgelegt. Ein internationaler Vergleich der Neutralitätshandhabung und der Neutralitätspraktiken erlaubt es, die Konstruktion der schweizerischen Neutralität differenzierter zu reflektieren und auf Brüche und Konstanten der schweizerischen Aussenpolitik hinzuweisen.

Social Sciences and Humanities Research Infrastructures in Switzerland event: paving the way for the future
As a follow up to the first event (31 May 2022) and of the position paper (November 2022), the coordination group of this initiative invites the members of the Swiss SSH scientific community interested in research infrastructures to a second event on 18 January 2023.
This meeting has three main objectives.
First, to raise awareness on the importance of research infrastructure in the SSH domain and how prioritisation and funding works (national and ESFRI roadmap process).
Second, to share experiences from other countries and the European level on how collaborations between projects and infrastructures work.
Third, to give a platform to potential new Swiss RIs in the SSH domain in order to reflect on needs of the SSH community and how to create synergies and join forces.
To reach these objectives, we will welcome four invited speakers from abroad, who will share their experience of how collaboration and clustering happened successfully in other countries and at the European level. In addition, the floor will also be given to several Swiss projects of RIs in the SSH field with the aim to reflect on user needs and possible synergies.
Finally, the day will end with a Round Table with an open discussion, in which invited guests from the SNSF, the SERI, swissuniversities, the SAGW and all members of the audience will have the opportunity to express themselves.

Neutralità al bivio?
La neutralità svizzera torna d’attualità nei momenti di crisi, ma spesso suscita malintesi e incomprensioni. Come già in anni recenti (nel 1993, dopo l’invasione del Kuwait da parte dell’Iraq, o nel 2014, dopo l’invasione della Crimea), la crisi ucraina ha ridato urgenza al dibattito, su nuove basi e in un contesto globale di tensione.
Il Consiglio federale si interroga e chiede agli esperti di individuare e delimitare le diverse opzioni possibili, tra neutralità integrale, temporanea o permanente, neutralità ad hoc, attiva o cooperativa …
Ma come è regolata la neutralità dal diritto internazionale? Cosa insegna la storia? Come separare la narrazione demagogica e mitica dalla realtà dei fatti?
Sacha Zala introdurrà il tema da un punto di vista storico e diplomatico. Dopo una prima parte in dialogo con Verio Pini, sarà data al pubblico l’opportunità di partecipare a un’ampia discussione su un tema di stretta attualità.
